FY24 PRE-PROPOSAL SOLICITATION (CLOSED):
The U.S. Navy Living Marine Resources (LMR) applied research program is seeking pre-proposals pertaining to two need topic. The FY24 need topics pertain to 1) Pinniped Behavioral Response Study and 2) Improvement of Sea Turtle Density Estimates.

There is no specific format required for the pre-proposal, however, the information required is outlined in the Pre-proposal Submission and Evaluation Guide. Offerors should also be sure to review the Data Rights and Handling Agreement, Geospatial Data Requirements, and LMR Ocean Observing System (OOS) Notification Procedures before submitting a pre-proposal. The pre-proposal should be consolidated into one single file (PDF) and should not exceed 10 pages in length (CVs/resumes do not count toward page limit). Pre-proposals pertaining to this need topic will be accepted until 11:59 PM PST on 18 January 2024. Details regarding the FY24 need topic and submission process can be found below:
