Naval Facility Engineering and Expeditionary Warfare Center (NAVFAC EXWC) has a Physical Security Technology Division (SH22) that is made up of physical security specialists that specialize in security engineering. They assist regions, installations, and commands in developing their risk management programs.  The primary sources that they use are Series 4 of the Unified Facilities Criteria (UFCs), specifically UFC 4-010-01, DoD Minimum Antiterrorism Standards for Buildings and UFC 4-020-01, DoD Security Engineering Facilities Planning Manual.  These two documents are used for developing the design criteria necessary to incorporate security and antiterrorism into DoD facilities and for identifying the cost implications of applying those design criteria and associated risk.  Those design criteria may be limited to the minimum standards and/or they may include protection of assets other than those addressed in the minimum standards (people), aggressor tactics, or levels of protection beyond the minimum standards.

Security Engineering Planning Assistance Training (SEPAT)
A "Risk Based Investment Planning" training course

This course provides in-depth training on UFC 4-010-01, DoD Minimum Antiterrorism Standards for Buildings.  This meets the Security Engineering Training required by Mission Assurance Assessments Benchmarks PS-19.  The course also covers and UFC 4-020-01, DoD Security Engineering Facilities Planning Manual.  DoD Instruction DoDI 2000.12, DoD AT Program requires that all heads of DoD components use these UFCs to include antiterrorism protective features for facilities and installations.  This includes the planning, design, and execution of minor and military construction projects, and leases to apply protection requirements.

The primary personnel recommended to attend this training (at the echelon I, II, III, IV level commands and major tenants) are:

This course will teach students how to identify assets and use UFC 4-020-01 to conduct criticality, vulnerability and risk assessments. Then apply the generated Level of Protection (LOP) and Design Basis Threat (DBT). Students will use this process to create mitigation action plans needed to protect assets.

Security Engineering Planning Assistance (SEPA)

You can hire our Physical Security Assessment Team (PSAT) to provide Security Engineering Planning Assistance (SEPA) to regions, installations, or commands to develop their individual risk management programs.

Our PSAT team will work with the hosting command to apply their professional experience to your specific assets.  Currently, they are supporting the Navy and other federal agencies for both permanent and expedient applications to protect assets against an all hazards threat (e.g. criminals, protestors, terrorists, subversives, and natural hazards).

These services include, but are not limited to: determination of asset value ratings/level of protection, threat likelihood/design basis threat levels, determining risk reduction and cost benefit analysis.

We also provide Entry Control Facility studies, Electronic Security System Studies, and Physical Security/Antiterrorism design project reviews.
