CERCLA Process

The Department of the Navy (DON) Environmental Restoration Program (ERP) follows the process established by the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and its implementing regulation, the National Contingency Plan (NCP) . The DON ERP establishes phases and milestones, which are executed in partnership with the stakeholders for site response actions to achieve Site Closeout (SC). Specific requirements and/or regulations may apply for sites with munitions, petroleum, or Resource Conservation and Recovery Act (RCRA)-regulated issues.

  • Partnering & Stakeholder Participation 
    DON partners with regulatory and community stakeholders to foster better relationships and maintain open lines of communication. Partnering also helps DON promote the use of innovative technologies to enhance the effectiveness and efficiency of environmental cleanup.

  • Community Involvement
    Public participation, as well as public affairs and community involvement activities, are necessary for DON ERP response actions. Community involvement promotes communication between the public and DON concerning the status of remediation at installations.
