Mr. Brant D. Pickrell

Mr. Brant Pickrell assumed duties as Acting Technical Director of Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC) in January 2026 after serving as NAVFAC EXWC’s Deputy Technical Director from January 2021.

Prior to his civilian federal service, Brant served 30 years as a U.S. Naval Officer, starting with two years as a Surface Warfare Officer and then 28 years as a Civil Engineer Corps Officer.  Brant has served in a wide variety of positions and organizations throughout his federal and active duty career including:

Facilities & Infrastructure:  Business Director and Public Works Business Line Director at NAVFAC EXWC in Port Hueneme, CA; Deputy Chief Management Officer for Strategy and Future Requirements at NAVFAC in Washington, DC; Commanding Officer of the NAVFAC EXWC (and predecessor commands); Executive Officer and Operations Officer, NAVFAC Far East; Operations & Plans Officer at the Naval Facilities Expeditionary Logistics Center; Public Works Officer, Resident Officer in Charge of Construction (ROICC), and Diving Officer at the Coastal Systems Station, Panama City Florida; Staff Civil Engineer at the Fleet Industrial Supply Center, San Diego; Assistant ROICC at ROICC San Francisco Bay Area.

Staff & Program:  Force and Fleet Engineer for U.S. Naval Forces Europe / Africa and the U.S. SIXTH Fleet; Deputy Director and Capital Investment Branch Head, Ashore Readiness Division on the OPNAV staff; Assistant Program Manager for Ocean Operations in the Maritime Surveillance Systems Program Office.

Operational Forces:  Commanding Officer of Underwater Construction Team TWO; Assistant Operations Officer and Bravo Company Commander, Amphibious Construction Battalion ONE; First Lieutenant, Supply Officer, and Operations Officer onboard the USS Excel (MSO-439) homeported at Treasure Island, California.

Brant holds a M.S. in National Resource Strategy from the Industrial College of the Armed Forces, a M.Eng. in Civil Engineering (Ocean Emphasis) from the University of California at Berkeley, a B.S. in Ocean Engineering from the United States Naval Academy, and is a graduate of the Kellogg School of Management Advanced Executive Program and the Tench Francis School of Business Advanced Management Program.

Brant is a Registered Professional Engineer in the State of California, a member of the Acquisition Professional Community, and is DAWIA Level III certified in Contracting and Facility Engineering.
