Captain Paul C. Chan is a native of Michigan. He received a Bachelor of Science in Civil Engineering from Michigan Technological University and he earned his commission through Officer Candidate School in Florida. He holds a Master of Science in Coastal Engineering degree from University of Florida, a Master in Business Administration degree from University of New Orleans, a Cyber Security Fundamental Certificate from Naval Post-Graduate School.
Captain Paul C. Chan currently serves as the Executive Officer for Naval Facilities (NAVFAC) Engineering and Expeditionary Warfare Center. His other assignments include: Executive Officer at NAVFAC Far East; Executive Officer at NAVFAC Marianas; Officer-In Charge of Construction Marine Corps Marianas (OICC MCM); Naval Base Ventura County; Commander U.S. Naval Forces Central / Commander 5th Fleet in Bahrain; OPNAV N46; Naval Construction Training Center Port Hueneme; Taji Resident Officer In Charge of Construction in Iraq; NAS Joint Reserve Base in post-Katrina New Orleans; Commander Naval Forces Europe, London, U.K.; and Naval Mobile Construction Battalion SEVENTY-FOUR.
Captain Chan earned the Defense Meritorious Service Medal, Meritorious Service Medal, Navy Commendation Medal, and Navy Achievement Medal. He is a registered Professional Engineer, a Certified Energy Manager, a member of the Defense Acquisition Corps, and a Seabee Combat Warfare Officer.
