Captain Raymond was born in Glens Falls, New York. He received a Bachelor of Science in Computer and Systems Engineering from Rensselaer Polytechnic Institute in 1994 and commissioned an ensign through the Naval Reserve Officers Training Corps program in May. Raymond holds a Master of Science degree in Information Technology Management from the Naval Postgraduate School, and is a graduate of the Senior Executive Programme from the London Business School.
Raymond previously commanded Naval Mobile Construction Battalion THREE, where he led a deployment to 18 countries throughout Europe and Africa and prepared for a PACOM deployment. His other expeditionary tours included assignments with Naval Mobile Construction Battalion SEVEN as Company Commander, Communications Officer, Material Liaison Officer, and CMS Custodian including deployments to Puerto Rico, Honduras, and Japan; THIRTIETH Naval Construction Regiment as Operations Officer, Detachment Officer-In-Charge, and TOA Readiness Officer; Projects and Contracting Office, Baghdad, Iraq as Liaison Officer during an OIF deployment in support of II MEF; and Naval Construction Group ONE as the Chief Staff Officer.
Raymond’s facilities and acquisition assignments were as Public Works Operations Officer at Naval Air Facility Adak, Alaska; Project Engineer and Assistant Resident Officer-in-Charge of Construction at Engineering Field Activity Mediterranean, Sicily Field Office; Production Officer, Operations Officer, and Program Management Officer responsible for overseeing the $750M Recapitalization Program at Naval Air Station Sigonella; Resident Officer-in-Charge of Construction at OICC Bethesda for the $1.3B BRAC construction program to establish the new Walter Reed National Military Medical Center; and Executive Officer at Naval Facilities Engineering Command Europe, Africa, Southwest Asia where he also served as Deputy Regional Engineer for the Navy Region.
Staff assignments included the Shore Readiness Division, Office of the Chief of Naval Operations where he served as an Action Officer for their $9B annual program.
Raymond reports to NAVFAC EXWC from U.S. European Command where he served as the Strategic Logistics Division Chief and Engineer, Logistics Directorate.
Raymond is a Seabee Combat Warfare Officer, member of the Defense Acquisition Corps, and registered Professional Engineer in the State of Oregon. His awards include the Meritorious Service Medal, Navy Commendation Medal, and Navy Achievement Medal and several other individual and unit awards.
