Captain Scott Raymond

Captain Scott Raymond became Commanding Officer of NAVFAC EXWC on 20 July 2021. He had previously served as Strategic Logistics Division Chief and Engineer, Logistics Directorate, at U.S. European Command.


Captain Raymond was born in Glens Falls, New York. He received a Bachelor of Science degree in Computer and Systems Engineering from Rensselaer Polytechnic Institute in 1994 and was commissioned through the Naval Reserve Officers Training Corps. He holds a Master of Science degree in Information Technology Management from the Naval Postgraduate School and is a graduate of the London Business School's Senior Executive Programme.


As Commander of Naval Mobile Construction Battalion THREE, CAPT Raymond led a deployment to 18 countries throughout Europe and Africa and prepared for a PACOM deployment. His other expeditionary tours include assignments as Company Commander, Communications Officer, Material Liaison Officer, and CMS Custodian with Naval Mobile Construction Battalion SEVEN, including deployments to Puerto Rico, Honduras, and Japan; Operations Officer, Detachment Officer-In-Charge, and TOA Readiness Officer with THIRTIETH Naval Construction Regiment; Liaison Officer during an OIF deployment in support of II MEF at the Projects and Contracting Office, Baghdad, Iraq; and Chief Staff Officer for Naval Construction Group ONE.


Captain Raymond’s facilities and acquisition assignments were as Public Works Operations Officer at Naval Air Facility Adak, Alaska; Project Engineer and Assistant Resident Officer-in-Charge of Construction at Engineering Field Activity Mediterranean, Sicily Field Office; Production Officer, Operations Officer, and Program Management Officer responsible for overseeing the $750M Recapitalization Program at Naval Air Station Sigonella; Resident Officer-in-Charge of Construction at OICC Bethesda for the $1.3B BRAC construction program to establish the new Walter Reed National Military Medical Center; and Executive Officer at Naval Facilities Engineering Command Europe, Africa, Southwest Asia where he also served as Deputy Regional Engineer for the Navy Region. His staff assignments included Action Officer for the $9B annual program at Shore Readiness Division, Office of the Chief of Naval Operations.

Captain Raymond is a Seabee Combat Warfare Officer, member of the Defense Acquisition Corps, and registered Professional Engineer in the State of Oregon. His awards include the Meritorious Service Medal, Navy and Marine Corps Commendation Medal, Navy and Marine Corps Achievement Medal, and various other individual and unit awards.
