The work to be performed provides for enhancement of the installation’s energy resiliency and security by providing building automated and energy management control systems upgrades, lighting improvements, solar photovoltaics and electric vehicle charging stations, chiller improvements, and building envelope modifications. The maximum dollar value is $20,107,828. Work will be performed in Port Hueneme, California, and is expected to be completed by November 2026. No funds will be obligated at time of award. The Energy Policy Act of 1992 authorizes agencies to use private financing to fulfill its requirements for energy savings performance contracts for project implementation. For this project, NSWC PHD has agreed to pay for the costs of services and construction from project financing which will be obtained by NORESCO LLC. Naval Facilities Engineering and Expeditionary Warfare Center, Port Hueneme, California, is the contracting activity.
“This new Energy Savings Performance Contract, or ESPC, task order will significantly expand upon and improve current energy resources for NSWC PHD. The task order will focus on infrastructure improvements to upgrade critical chiller infrastructure with N+1 redundancy, enhance comfort conditions for building occupants, and improve energy efficiency,” said EXWC Contracting Officer Natalie Hutcheson.
“This work will provide significant benefits to NSWC PHD including supporting mission readiness for NSWC PHD, improving work environment for personnel, demonstrating commitment to reducing carbon emissions, and making progress toward Executive Order 14057 goals, all while using the resulting monetary savings to pay for these improvements,” continued Hutcheson.
