NAVFAC EXWC Awards Combined $45 Million Contract for Advanced Ocean Technology Program

Makai Ocean Engineering Inc., a small business based in Waimanalo, Hawaii; and Marine Ventures International Inc., a small business based in Stuart, Florida, have been awarded a combined $45,000,000 indefinite-delivery/indefinite-quantity multiple award contract for the Advanced Ocean Technology Program at the Naval Facilities Engineering and Expeditionary Warfare Center, NAVFAC EXWC.
The work to be performed provides for research and development of ocean engineering and naval architecture solutions in support of design, installation, operation, and maintenance of both fixed ocean systems and towed systems. Each awardee will be awarded $10,000 (minimum contract guarantee per award) at contract award. The maximum dollar value, including the base period and one option for this contract is $45,000,000. The term of this contract is not to exceed 60 months with a six-month option.  

“This initiative is significant because it will unlock new developments for undersea infrastructure and scientific research in support of critical national security interests,” said EXWC Commanding Officer Capt. Dean E. Allen. 

“Work under this contract will also enable innovative solutions for maritime site characterization tools, specifically for the seafloor environment. The team, comprised of the Navy’s site characterization experts, leverages core competencies in ocean engineering, geotechnical engineering, and naval architecture to install, operate, and maintain fixed, buoyed, and mobile ocean systems,” said Allen. 

Work will be performed in Port Hueneme, California, as well as at contractor and other government locations, and is expected to be completed by March 2030. Fiscal 2024 Navy working capital funds in the amount of $20,000 will be obligated at time of award and will not expire at the end of the 2024 fiscal year.  

“This contract will enable NAVFAC EXWC’s Advanced Ocean Technology Program to contribute to a new era by providing innovative tools and methodologies as well as enhance the effectiveness of underwater operations conducted by the Department of the Navy and others,” said NAVFAC EXWC Contracting Officer Nicole Bell. 

Funding for this requirement will be primarily funded by research, development, test and evaluation funds. Based on specific task order requirements, some requirements may also be funded with operation and maintenance (Navy), or other procurement funds.  

These two contractors may compete for task orders under the terms and conditions of the awarded contract. NAVFAC EXWC, Port Hueneme, California, is the contracting activity.
