The TUFLOC padlocks should not be keyed alike.
You MUST be sure to acquire the 60 series TUFLOC padlocks as they are military grade and keyed individually.
The TUFLOC is only authorized by the U.S. Navy and U.S. Coast Guard, and is not authorized for use at shore based AA&E storage facilities.

OPNAVINST 5530.13D, Appendix C, paragraph 2.e.
states the TUFLOC is an approved AA&E locking device "only on shipboard applications."
