Research, Development, Testing, & Evaluation (RDT&E)

The DoD Lock Program Research, Development, Testing, & Evaluation (RDT&E) Team provides state-of-the-art solutions using advanced materials and engineering designs for securing and hardening mission critical facilities, security tracking of AA&E, and improved locking devices, seals, safes, vaults, and containers.  We support warfighter operations and mission accomplishment using the most cost efficient and timely approach.  
           GSA Testing Team
The GSA Testing team have following capabilities and are also able to design specialized test equipment.
  • Vibration tests
  • Heat chamber test: 100 C - 1200 C
  • Cold chamber test to -1 C
  • Humidity and aging stress testing
  • Equipment cycle testing using a robotic arm
  • Forced entry techniques using the latest power and hand tools and other specialized equipment
  • Salt fog testing

Past and present projects the DoD Lock Program RDT&E Team is working on:


Advanced Materials and Modeling for Security Facilities and Hardware - Use of innovative construction and manufacturing methods and technology to improve performance, reduce mass, and meet emerging threats.  Applications in facilities, expeditionary, and aircraft. Use of mathematical modelling and simulation tools, along with high resolution real world test data to develop predictive models to study cross section behavior against threat vectors in a virtual setting.
  Government Services Administration approved Shipboard Security Containers -
This project identifies security, operational, and functional requirements for shipboard security containers to ensure these containers meet storage, shock, vibration and mounting requirements.  In coordination with the Chief of Naval Operations, Naval Sea Systems Command (NAVSEA), and Shipbuilders, tasks for this project include the development of GSA-approved shipboard security containers and mounting systems; federal specifications for testing equipment for usage in shipboard and other harsh environments; and updates to policy requirements to mitigate current security vulnerabilities and standardize protection of classified information aboard ship.  The new lightweight container products developed from this effort meet the performance requirements of GSA Class 6 containers, also meet environmental, functional, and operational requirements. 
Shore-Line Monitoring System (SLiMS) - This project is a novel sensor system that detects, tracks and classifies intruders using ultra-wideband sensors that create a detection field.  The array sends data through a central processor that integrates the sensor data.  As intruders enter the sensor field, the processor determines if the intrusion(s) is from an animal, a person or a vehicle and then begins tracking the direction and speed of the detection.  There are configurations for fence, wall, and pole mounted applications.
  SMART Magazines - This project project develops standardized AA&E storage areas that meet or exceed physical security, policy and operational requirements and explosive safety, and seismic safety standards; improve operational effectiveness; and incorporate Detect-Assess-Warn-Defend-Recover Architecture.  The Internal Locking Device (ILD) system, headwall, and sliding door are suitable for new and retrofit applications.
Sensor Integration - Identifying the most useful sensor types to integrate into security containers, AA&E storage facilities, and integrating into existing or developmental locking systems and barriers.  Examples: Integration of SLIMS to JIGSAW C4I system, DOD biometric access control system integration with locking devices in special mission applications, and Security Container sensor integration with C4I system.
Internal Locking Device - Develop high security locking systems to address security vulnerabilities in high security padlock and hasp systems currently used on structures protecting nuclear, chemical, and category I and II conventional weapons.  Integrate biometric access controls into the ILD locking system for positive identification of personnel accessing weapon storage magazines.  Visit our ILD page for more information.
Intermodal Security Devices - This project leverages approved Department of Homeland Security (DHS) and U.S. Transportation Command (USTRANSCOM) global communications and tracking tag concepts to provide an automated chain of custody for weapons and other assets.  The Weapons Tacking Seal project will provide DoD with the following benefits: tamper evidence, improved situational awareness, targeting and interdiction capability in case of theft.  The tracking seals used by DHS are reusable, ruggedized devices with a simple operator interface, which are interoperable in intermodal transport.  Use of these tags within a structured, web-based Command, Control, Communications, Computer, and Intelligence (C4I) network provides material shippers with near real time situational awareness of the sealed shipment with regards to location, and information on container door openings.  When used in conjunction with Advanced Container Security Device system, the proposed material tracking tags help system operators meet physical security and situational awareness requirements when shipping sensitive items.      Functionality:
